National Transformation Program Initiatives

​The Ministry of Environment, Water and Agriculture (MEWA) works to achieve the targets of Saudi Vision 2030 through an ecosystem of qualitative initiatives. These initiatives are implemented under the National Transformation Programme and several other Vision realization programmes, covering the Ministry's three main sectors: Environment, Water, and Agriculture. They aim to enhance environmental sustainability, ensure water and food security, protect natural resources, and improve the efficiency of services provided. Below is an overview of these initiatives, classified by their strategic objectives and respective programmes.

  1. Develop executive regulations and guidance manuals for the waste management sector.
  2. Develop a meteorological information and early warning system for weather conditions.
  3. Transform meteorological services and diversify the authority’s funding sources.
  4. Review, update, and reactivate the National Chemical Safety Program.
  5. Conduct strategic environmental assessments for development sectors within the National Transformation Program.
  6. Launch awareness campaigns and capacity-building initiatives for a circular economy-based waste management system.
  7. Establish a national program to monitor noise and light pollution in major cities.
  8. Enhance the efficiency of environmental accreditation and licensing processes and mechanisms.
  9. Create a regulatory framework to activate waste management in the Kingdom.
  10. Implement the institutional framework for the environment and meteorology sectors.
  11. Develop the Environmental Law.
  12. Rehabilitate polluted hotspots.
  13. Raise environmental awareness.
  14. Protect marine and coastal environments.
  15. Monitor air quality and emissions at their sources.
  16. Develop an environmental inspection system.
  17. Amend the General Environmental Law.

  2. Rehabilitate marine environments along the Red Sea and Arabian Gulf coastlines.
  3. Enhance drought preparedness and mitigation capabilities.

  5. Enhance vegetation cover and combat desertification.
  6. Establish a Climate Change Center.
  7. Implement the National Forestry Strategy.
  8. Develop numerical modeling systems to improve the accuracy of forecasting weather phenomena and natural hazards.
  9. Assess and rehabilitate degraded sites.
  10. Rehabilitate and develop national parks.
  11. Sustainably manage and develop forests.
  12. Enhance environmental emergency management capabilities.
  13. Establish a regional center for early warning of dust and sandstorms.

  1. Utilize waste in mining and industry and explore the possibility of reusing it as raw materials.

  1. Enhance surface water resources through dams and rainwater harvesting.
  2. Increase efficiency and performance.

  4. Reuse treated wastewater.
  5. Increase the utilization of dam water for agricultural purposes.
  6. Deliver irrigation water from dams in the southwest of the Kingdom to the agricultural sector.
  7. Enhance desalinated water resources.
  8. Provide water supply services to remote desert communities.
  9. Maximize the utilization of reclaimed water in the agricultural sector.
  10. Reduce water consumption for agricultural purposes.
  11. Build local content capabilities.
  12. Increase digital content to improve customer services.
  13. Increase strategic water storage capacity.
  14. Reduce water loss in water distribution networks.
  15. Regulate groundwater well water consumption.
  16. Provide sanitation services.
  17. Develop technologies, achieve carbon neutrality, and increase production from desalination plants.
  18. Raise awareness of water consumption.
  19. Encourage private sector participation in the distribution sector.
  20. Enhance groundwater resources from wells.

  13. Enact or amend existing laws to enable the ministry to perform its assigned duties.
  14. Cooperative insurance for prevention and control of plant pests and animal diseases.
  15. Issue governance and regulations for food loss and waste.
  16. Implement agricultural investment abroad.
  17. Develop an early warning system, emergency response, and strategic food stock management system.
  18. Saudi responsible agricultural investment strategy and implementation plan abroad.
  19. Transformation of agricultural service delivery.

  1. Palm weevil prevention and control.

  2. Develop infrastructure to support marine clusters.
  3. Establish the Regional Center for Sustainable Fisheries Development.
