The Ministry of Environment, Water, and Agriculture continues to make significant strides toward achieving the objectives of Saudi Vision 2030 through an integrated institutional framework comprising ten specialized entities. Together, they work to advance sustainable development, protect natural resources, enhance operational and financial efficiency, and promote innovation and digital transformation to deliver high-quality services while enabling the relevant sectors to fulfill their strategic responsibilities.
These efforts coincide with the launch of Saudi Water Week 2026 in Jeddah from 28 June to 2 July 2026, serving as a key platform to showcase the sector's progress and highlight its future ambitions.
The environment sector serves as a cornerstone of environmental sustainability and natural resource protection. Through the Deputyship for International Affairs and Climate, the Kingdom is represented in international organizations while climate-related agreements and initiatives are monitored and implemented. These efforts are complemented by the General Directorate of Biodiversity, which develops strategies to protect terrestrial, marine, and coastal ecosystems. Meanwhile, the Deputyship for Environmental Legislation and Performance is responsible for drafting environmental regulations, conducting strategic studies to reduce pollution, and overseeing overall environmental performance.
The water sector is responsible for planning and ensuring the sustainability of water resources. Through the Deputyship for Water Sector Development, it oversees and evaluates water supply and demand plans. The Deputyship for Water Resources Development plays a key role in regulating and protecting groundwater and surface water resources, as well as in developing the associated regulatory frameworks and legislation. These efforts are supported by the General Directorate for Capacity Building and Partnerships, which focuses on workforce development, strategic partnerships, public awareness programs, and knowledge-sharing initiatives to ensure the sector's long-term sustainability.
To ensure the highest standards of performance, the Planning and Institutional Excellence sector provides strategic direction across the Ministry. The General Directorate of Strategic Planning and Performance leads the development of plans, updates performance indicators, and manages institutional risks. These efforts are complemented by the General Directorate of Institutional Excellence, which develops organizational structures and quality standards to enhance operational efficiency. The Vision Realization Office also plays a vital role in aligning the Ministry's objectives with the National Transformation Program and facilitating the implementation of environmental sector initiatives.
In support of food security, the agriculture sector leads efforts to develop a more diversified and competitive agricultural sector. The Deputyship for Agriculture focuses on developing and protecting plant resources while promoting organic farming practices. Meanwhile, the Deputyship for Agricultural Facilities and Support Services works to develop public markets and strengthen agricultural extension and quarantine systems. The Deputyship for Livestock and Fisheries Resources advances the sustainable development of animal and fishery resources while enhancing animal health. These efforts are further reinforced by the General Directorate of Agricultural Sustainability, which implements smart agriculture policies and promotes circular agriculture practices.
Internally, the shared services sector provides comprehensive support across all areas of the Ministry. The General Directorate of Financial and Administrative Affairs is responsible for implementing policies and improving the work environment. Under its umbrella, the Finance Department oversees expenditure procedures and revenue collection, while the General Directorate of Budget prepares budget proposals and monitors allocations. The General Directorate of Human Resources plays a critical role in workforce planning, talent development, and performance management. In addition, the Documents and Archives Center ensures the proper documentation and archiving of official records in accordance with the highest regulatory standards.
With regard to land resources, the land and geospatial information sector regulates land allocation processes through the General Directorate of Land Allocation and Monitoring, which records land holdings and monitors land use. The General Directorate of Land Inventory and Utilization conducts surveys, mapping activities, and biophysical suitability assessments. The Deputyship for Geospatial Information manages geospatial data and satellite imagery to support decision-making processes. At the same time, the General Directorate of Land and Property Affairs oversees land-related legal matters and works to optimize the utilization of the Ministry's assets.
In support of the knowledge economy, the research and innovation sector leads efforts to localize technologies through the General Directorate of Research and Knowledge Management, which identifies research priorities across the Ministry's various sectors. The General Directorate of Innovation and Emerging Technologies creates an enabling environment for both local and international technologies. At the same time, the General Directorate of Entrepreneurship and Business Development supports entrepreneurs and enhances local content in alignment with sustainable development objectives.
To maximize economic returns, the economic affairs and privatization sector develops ambitious investment policies through the Deputyship for Economic Affairs and Investment, which aims to create an attractive environment for private-sector participation. The Deputyship for Privatization and Financial Sustainability oversees asset privatization initiatives and revenue development across all sectors. Meanwhile, the General Directorate of Information and Statistics ensures the availability of reliable data and an integrated system of indicators that support evidence-based decision-making and align with international best practices.
Recognizing the importance of beneficiary satisfaction, the sector responsible for beneficiary services and branch affairs works to enhance service delivery through the General Directorate of Beneficiary Services, which manages communication channels and complaint-handling systems. The General Directorate of Oversight and Branch Performance Monitoring oversees the implementation of governance frameworks and regulations across the Ministry's field operations. In parallel, the General Directorate of Non-Profit Sector Organizations supports civil society entities. It promotes a culture of volunteerism, while the General Directorate of Branch Affairs provides organizational, administrative, and financial support to the Ministry's branches across all regions of the Kingdom.
